Report of the Secrtary-General's Panel of Experts on Accountability in Sri Lanka :  Full Report

25 April 2011 – The panel of experts set up to advise Secretary-General Ban Ki-moon on accountability issues with respect to the final stages of the conflict in Sri Lanka has found credible reports of war crimes committed by both the Government and Tamil rebels and calls for genuine investigations into the allegations, according to a report made public today by the United Nations. The decision to release the report, which was submitted to the Secretary-General on 12 April and shared with the Sri Lankan Government, was made as a “matter of transparency and in the broader public interest,” Mr. Ban’s spokesperson said in a statement. “The Secretary-General sincerely hopes that this advisory report will make a contribution to full accountability and justice so that the Sri Lankan Government and people will be able to proceed towards national reconciliation and peace,” the statement added.

UNITED NATIONS — Sri Lanka’s decisive 2008-09 military offensive against the country’s separatist Tamil Tigers may have resulted in the deaths of as many as 40,000 civilians, most of them victims of indiscriminate shelling by Sri Lankan forces, according to a U.N. panel established by Secretary General Ban Ki-moon. The panel recommended that Ban set up an “independent international mechanism” to carry out a more thorough probe into “credible” allegations of war crimes and crimes against humanity by the Sri Lankan government and the Liberation Tigers of the Tamil Eelam (LTTE), which held more than 300,000 civilians “hostage” to enforce a “strategic human buffer between themselves and the advancing Sri Lankan army.” Extensive portions of the report were published over the past several days by a Sri Lankan newspaper, the Island, and have been quickly repudiated by Sri Lankan authorities. U.N. officials confirmed the authenticity of the report but said the disclosure was incomplete. They said Thursday that the release of the report had been delayed amid discussions with Sri Lanka over the possibility of including a rebuttal in the report.

இலங்கையின் இறுதிக்கட்டப் போரின் போது கைது செய்யப்பட்டுக் காணாமல் போன அனைவர் குறித்தும் இலங்கை அரசாங்கம் பொறுப்புக் கூறவேண்டும் என்று சர்வதேச மனித உரிமைகள் அமைப்பான ஹியூமன் ரைட்ஸ் வாட்ச் கூறியுள்ளது. இது தொடர்பாக அந்த அமைப்பின் ஆசியப் பிரிவுக்கான இயக்குனர் பிரட் அடம்ஸ், வெளியிட்டுள்ள அறிக்கை ஒன்றில், அந்த இறுதிக் கட்டப் போரின் போது இராணுவத்தினரால் கைது செய்யப்பட்டு கொண்டு செல்லப்பட்டவர்கள் பலர் குறித்து அவர்களது குடும்பத்தினர் பல தடவைகள் முறைப்பாடு செய்த போதிலும், உரிய பதில் இலங்கை அரசாங்க தரப்பில் இருந்து வரவில்லை என்று கூறியுள்ளார்.  கைது செய்யப்பட்டு காணாமல் போனவர்களின் தீர்க்கப்படாத பிரச்சினைகளும், இலங்கை போர் குறித்த ஐநாவின் உத்தேச புலனாய்வுகளின் ஒரு பகுதி என்றும் அவர் குறிப்பிட்டுள்ளார். வெறுமனே மறுப்பதை மாத்திரம் செய்யாமல், காணாமல் போனவர்கள் குறித்த முறைப்பாடுகள் ஒவ்வொன்றுக்கும் இலங்கை அரசாங்கம் பதிலுரைக்க வேண்டும் என்றும், காணாமல் போனவர்களின் நிலைமை குறித்து அறிய அவர்களது குடும்பத்தினருக்கு உரிமை இருக்கிறது என்றும் அவர் தனது அறிக்கையில் குறிப்பிட்டுள்ளார்.
